As you previously pointed out, the BART employee unions used their substantial political funds to defeat Roy Nakadagawa in the prior election and put their own man in office. The board is hopelessly compromised by special interests including unions, vendors and contractors. However, it seems that through their political fund, the Unions are the most influential force on the BART board. Street parking costs should be regulated by fees based on usage, That might be $0 for rural sites and up to what the FREE market will bear in heavy use areas. The City could lease street parking spaces to an outside contractor who would set his prices to fit the need parking spaces. The hourly fees might range from $0 at 2am to $30 between 7am and 7pm.
